The City Manager is appointed by the City Council to oversee day-to-day municipal operations and to implement the Council’s policy and legislative initiatives. Under direction of the City Council as the city’s legislative body, the City Manager oversees all City government operations.
The City Administration consists of the following divisions: City Clerk, Human Resources, Finance, Recreation, and Contract Services. Contract Services include Law Enforcement, Planning & Building, Economic Development, Communications, and Information Technology.
City Attorney services are contracted and provided to the City by Price, Postel & Parma LLP. City Attorney is appointed by the Council and provides legal advice.
The Public Works Division provides City Engineering, Maintenance, Water, and Wastewater services.
The City Manager is appointed by City Council and is the administrative head of the City and is responsible for the efficient administration of all affairs of the City which are under his/her control including personnel, organization, laws and ordinances. He / She has a duty to see that all franchises, contracts, permits and privileges granted by the City Council are faithfully observed and to recommend to the City Council for adoption such measures and ordinances as he deems necessary. The City Manager also serves as the City Clerk.
The City Clerk performs all City Council support services, is the official custodian of all City records, and is responsible for the recording and filing of all ordinances, resolutions, and motions which may be enacted by the City Council. Deputy City Clerk serves under the direction of City Clerk within this division. The City Clerk acts as a compliance and filing officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act. The City Clerk manages public inquiries and relationships and arranges for ceremonial and official functions.
City Attorney services are contracted. City Attorney is appointed by the Council and provides legal advice.
The Human Resources Division is responsible for payroll, benefits, recruitment and employment.
FinanceThe Finance Division includes Accounts Payable, Accounts Receivable, Utility Billing and General Ledger and Cash Management/Treasury.

The division oversees all recreation programs and City parks facilities reservations.
