What is a General Plan?

California state law requires each city and county to adopt a general plan “for the physical development of the county or city, and any land outside its boundaries which in the planning agency's judgment bears relation to its planning" (California Government Code 65300). The General Plan is a blueprint for future growth, development, and policies that guide decision makers and city staff for development, whether it is new or infill within the City of Solvang. The General Plan has been recently updated and was adopted by the City Council on July 8, 2024.
