Do I need a building permit?

If you plan to build, enlarge, alter, repair, move, demolish, or change the use of a building or structure — or install/modify electrical, gas, mechanical, or plumbing systems regulated by code — you must first apply for a building permit unless your project is specifically exempt. When in doubt, ask us — we’re here to help.

Note: Some work may be exempt under the California Building Code and Solvang Municipal Code.

How to apply

1. Find your checklist. Use the City’s  Building Permit Application Checklists to see exactly what to submit for your project.
2. Prepare a single PDF packet (or clearly labeled PDFs) with the forms, plans, calculations, and items listed in the checklist.
3. Email your submittal to: buildingdept@cityofsolvang.com. We’ll confirm receipt, collect fees as applicable, and outline next steps.

What happens next

1. Intake & completeness check. We verify your packet matches the checklist and set up fees.
2. Plan review. Building reviews your submittal; Planning, Public Works, and Fire may also review as needed.
3. Corrections (if any). You’ll receive comments with any required revisions.
4. Resubmittal. Email revised PDFs addressing all comments.
5. Approval & permit issuance. We’ll provide issuance instructions and any remaining fees.
6. Inspections. Build per approved plans; schedule inspections as required.

Timelines vary by project scope and completeness.

Contractor requirements

• State license: Contractors must hold a valid California Contractor License appropriate for the work.
• City Business Certificate: Contractors working in Solvang must have a current City Business Certificate.
• Owner-builders: Owner-builders may obtain permits; additional forms/verification may be required.
